In 1989, the Zhaotong Tobacco Factory, in collaboration with the National Poverty Alleviation Fund Committee and the Diaoyutai State Guesthouse, decided to develop a new product linked to poverty alleviation. The Zhaotong Tobacco Factory assisted in the research and development of this new product, while the National Poverty Alleviation Fund oversaw the import of equipment and coordinated the trademark for the "Diaoyutai" brand cigarettes. Later, due to a merger of manufacturers, "Diaoyutai" came to be produced by the Hongyun Honghe Group's Kunming Cigarette Factory.
1989年，昭通烟厂与国家扶贫基金委员会和钓鱼台国宾馆共同商议决定，开发一个与扶贫挂钩的新产品。由昭通烟厂协办研制开发新产品，国家扶贫基金为昭通烟厂督办进口设备，协调“钓鱼台”牌卷烟牌号商标。后因厂家合并，“钓鱼台”由红云红河集团昆明卷烟厂生产。
